Story
Overview
Safe Circle Care Group is proud to deliver the highest standards of care and support to vulnerable children and young people through a trauma-informed, nurturing, and structured residential environment.
Our aim always, is to provide a safe, family-style home for young people between the ages of 8 and 17, who are unable to live with their families due to significant safeguarding concerns, abuse, neglect, or placement breakdowns.
We are driven by a firm belief that every child has the right to be cared for in a supportive, empowering, and therapeutic setting that promotes safety, wellbeing, and long-term positive outcomes.
Our homes are regulated by Ofsted under the Children’s Homes (England) Regulations 2015.

Operations Director
Kevin Perry
Kevin has been developing children as a qualified practitioner within secondary, further and higher education for over 20 years.
As a qualified teacher and holding a Level 5 in Leadership and Management, Kevin has vast experience in delivering excellence that includes the Safeguarding of Children, Prevent, County Lines and Individualised Education Planning.
Kevin has held senior leadership positions as Head of College for 15 years and Curriculum Director, leading multi skilled teams to support people of all ages and abilities.
Working in collaboration with various government agencies to make a long lasting mark within mainstream pre and post 16 education, alternative provision, EHCP, SEND and Looked After Children initiatives.
During this time Kevin has held the important and pivotal roles such of Head of Safeguarding & Designated Safeguarding Lead ensuring the most vulnerable children and adults receive the very best support and guidance.
Kevin states the ambition and goal for Safe Circle Care Group is to provide safe, nurturing, and stable home environments for our young people, supporting them in healing from trauma, building resilience, and achieving positive outcomes
Managing Director
Martin Mcloughlin
Martin is an experienced leader in child development and care. Operating multidisciplinary businesses supported by local government funding, focused on Wrap-around Care, Sports Arts and Community Camps for some of the most vulnerable children and families.
Currently Martin oversees a range of highly regarded Mentorship Programmes, supporting vulnerable young people and adults around the North West achieve longstanding and impactful results for those in need.
The quality of his work across many business and community initiatives has allowed Martin to establish long term relationships with key organisations across many North West, Lancashire, Merseyside and Cumbrian Local Authorities, Greater Manchester Police, Government Safeguarding Boards etc.
Martin has previously held senior positions in professional sport as Head of the Community Foundation and Director of Sales and Marketing during a successful 10 year period at Wigan Warriors Rugby League Club.
Martin is determined to work with the leadership team at Safe Circle Care and ensure that our young people come first at all times. Their wellbeing, their health and the future aspirations are the building blocks to a bright future.
Responsible Individual
Luci Hull
Lucy has over nine years’ progressive experience in residential children’s care, holding roles including Support Worker, Team Leader, Deputy Manager, Registered Manager and Responsible Individual.
This breadth of experience has provided Luci with a strong understanding of operational leadership, safeguarding practice, regulatory compliance and the strategic oversight required to maintain high standards of care within children’s homes.
Holding the Level 5 Diploma in Leadership and Management for Residential Childcare, which has strengthened her knowledge of governance, safeguarding responsibilities and the regulatory framework underpinning residential care.
In February 2025, while managing a home within a previous organisation, her home achieved an Outstanding Ofsted rating in all areas. This judgement reflected strong leadership and management, effective oversight of safeguarding and a culture of continuous improvement that prioritised positive outcomes for children.
Following this, she established a consultancy supporting residential services with regulatory compliance, quality assurance and service development. In this capacity, she has supported the successful registration of a new children’s home as Responsible Individual and undertaken Regulation 44 visits across eight homes for three organisations, providing independent oversight and constructive challenge to strengthen governance and practice.
Registered Manager
Deborah Roxburgh
An experienced children’s services professional with over 17 years’ experience, specialising in safeguarding, residential care, and Ofsted-regulated provision.
Qualified at Level 5 Diploma in Leadership in Health and Social Care and Childrens & Young Peoples Services, Debbie has a strong track record of leading children’s homes, ensuring regulatory compliance, and delivering high-quality, child-centred care.
Skilled in strategic leadership, multi-agency working, and developing safe, nurturing environments that support children and young people’s emotional, educational, and social development, while actively promoting staff wellbeing and professional growth.
Debbie is focused on leading her care teams with compassion, driving standards within each home to levels that ensure any young person placed with Safe Circle Care Group receives the best possible care. Leadership qualities consistent across the team will help enable a sense of empowerment and create positive mindsets in all our young people.
Keeping the young people at the forefront of all decisions is Debbie's mantra. The young people must feel love, feel valued and feel supported to enable them to grow and achieve in an environment where they feel they belong.
